I've noticed that once the TOC function on the pdf booklet is activated. You can't put any topic before TOC page other than your cover. So the questions is there a way to put a second a topic/page before the Table Of Contents?

You can include an empty paragraph with the page-break-after style in order to force a page break in your cover page topic. e.g.
<p style="page-break-after: always"> </p>
Exactly what I did as a quick fix , but didn't like that it doesn't include the header after that break in this case the Booklet name and blue box tab in the Clean sans-serif template.
