Exactly what I did as a quick fix , but didn't like that it doesn't include the header after that break in this case the Booklet name and blue box tab in the Clean sans-serif template.

Sandy, I believe you have both Copyright Notice and Page Footer(non scrolling) active, choose one and leave the other empty. Happened to me once. In Project-> Project Settings > Project Properties ...

I was doing same thing you posted just GUI way in the Normal view of HelpStudio Page Layout Editor and applying a background too the table. Easier than my way but in both case I run into not being ...
